How do you get rainbow boots in runescape?

I always see people walking around with rainbow boots so can someone tell me how to get them.

you go to stronghold of security in the barbarian village, it's the hole near the mining spot in the center after you complete all levels you will be rewarded the boots. (set up your recovery questions first.)
